This is SOP44 Programmer Adapter Module, simply push down the plastic housing to open the jaws, drop in the chip then release to allow the jaws to grip the chip.
This adapter makes it possible to breakout into a huge range of small chips.
It is designed to have standard SOP44 narrow chips with a pin pitch of 1.27mm, making it compatible with a large range of chips.
